A point to which the Inter-University Council has called Sir Hector Hetherington's attention, is that the estimates are necessarily provisional at this stage, and with prices rising the proposals can be regarded only as tentative ones. It might be wise to refer to this in the memorandum so that the University is allowed a considerable measure of freedom within the terms of the scheme.

I have no comments to offer on the terms of the draft memorandum or on the estimates submitted by the Hong Kong University. I think however that I should point out that there is likely to be some slight difficulty with regard to the provision made in the Vote for C. & M.E.S. if the estimates submitted by the University are strictly adhered to.

For example, the requirement from this source for 1950/51 is shown as £87,926. we issued only £50,000 from the 1950/51 provision so that if that expenditure is realised the University will be short by £37,926 of its actual requirements to 31st March 1951. Similarly in 1951/52 we have provided a grant of £150,000 against which the University anticipates spending £147,668. This is £2,332 less than provided and this sum could be utilized towards making good the balance under an issue in 1950/51. There will however still be a deficit of £35,594 in the requirement up to the 31st March 1952, and I am afraid that there is little that we can do about this at this stage. It would be quite impossible to make a supplementary provision within the current financial year to meet the requirements, and the University will therefore have to wait until 1952/53 for the issue of any sum justified by expenditure in excess of the provision of £200,000 which we have made up to that date. In other words, the provision in 1952/53 will have to be for the balance of £50,000 of the £250,000 granted but this will have to be utilized mainly to cover the likely under-issue in 1950/51 and 1951/52.
